I still remember my visit to a fort out west1 where, as I was driving to a cemetery2, the sign was "beware live fire overhead". The road crossed the firing line of an artillery range. Yes the gates were open when I went through.
And I do not remember seeing that sign when I visited Huachaca. But then again I was there for about 36 hours.
