Kerry missed a chance to score a zinger, and it would, I think, have been a good zinger.
When Bush started to go on about the, "global test," Kerry had a chance to quote Reagan, "there you go again."
I think it would have scored a lot of points, at a basic level, below the radar.

It would have nettled Bush and the use of, "again," would have played up the rest of Bush's mendacities on the trail, pissed of Karl Rove (who has not been used to real fights, but rather squirming his brand of smear into people's minds without much hindrance) and led to more shennigans, and probably identifiable shennanigans.
Since Bush harping on the specious claim of Kerry giving other nations veto authorities was going to be done, it could have been prepped . The only drawback would be how people reacted to the quoting of Reagan... because that would come up. But the casual deflection, that Bush is lying, rather than the, already made denial, would have been offensive, not reactive, and so outweighed (I think) any real risk of harm... it might even have induced a comparison of the two candidates to Reagan, and I think Kerry wins that one (for all that I didn't much care for Reagan).
