What I don't know how to deal with is the bit about, "unless there is a complaint, we have to assume he was acting properly."

I understand one can't go about just randomly saying, "Hey, Bill, we're going to investigate the arrest you made last month of the...."

On the flip side, when someone comes up with questions about something as convolute as this... the response ought to be less blasé.
