The US has been engaged in lots of military work overseas. In S. (and Latin) America we've been using the Army (mostly) in the "War on Drugs".

The "lease" on the base in Ecuador expires in 2009. Ecuador is willing to extend it, so long as they get an equivalent base (which is to say, soveriegn, and inhabited by the Ecuadoran military) in Miami. I presume the terms would allow them to operate in much the same way (which is to say with relative impunity) as the US does in Ecuador.

It seems likely that an increasing number of small countries will be resisting our arm-twisting in the future. I _do_ like the goose/gander attitude, though.
