The difference between Herbert Clark Hoover and George Walker Bush is that Hoover was a straight talking engineer who worked tirelessly to fix the country when things went bad. He didn't have any support from his own party and he sure didn't have any support from the other party, but he kept trying to find a way.
George W. Bush hasn't put 1/100 as much effort into the office, and he could have done a lot more to stave off economic disaster with the tools FDR put in place.
