yeah, you may be right about the Axis 2, Cluster B part. it doesn't sound like he's actually having full-on hallucinations (although the bit above about the southeast asian minister of health might count), so the personality disorders are a pretty good bet. I'd say Narcissistic Personality Disorder is more likely than Borderline. BPD, as far as I understand it, seems unlikely to be characterized by delusions of grandeur, but maybe I'm wrong.
